sixth pay commission pay scale

I am working for dept of Posts as Postal Assistant from October 2006 in the pay scale of 4000-10-6000...... After the sixth pay commission implementation , 3 months training period ie 16th oct 2006 to 15th Jan 2007 was not taken into consideration for increment. Since we joined the department on 15 th January 2007, increment was not given... Before SPC implementation , we were given increment in October taken into consideration training period....Please let me know what my present payscale should be......whether training period is considered or not
